The first of these was a reorganization of the Army of the Potomac into four corps. The question of a corps reorganization was not a new one. Lincoln, Stanton, McClellan, and the Radical leaders in Congress had discussed it for weeks. However, now what was once a technical military problem had become a political military one. The officers of the Army of the Potomac were divided into two distinct factions. One group included several senior generals who were Republican in politics and favored wartime emancipation.

In Freeman’s assessment, “More often than not, Hill was sound in his adverse military judgment, though apt to disregard practical difficulties; but his insistence on pointing out the errors of others, at the same time that he dwelt on the accomplishments of his own men, irritated some of his comrades” (Lee’s Lieutenants 1:631). THEOPHILUS HOLMES (1804–1880) Holmes graduated forty-fourth among the forty-six members of the West Point class of 1829 and served in the Seminole and Mexican Wars.
