Making a system more highly interrelated may well reduce the value of information derived from prototype (or full system) tests. Because the design of each component of a highly interrelated system is so constrained, improvements in a component design based upon prototype testing of the component may be difficult or impossible to make. This is of course true only if the components are designed simultaneously. If the components were designed sequentially, the early ones at least would be less constrained and hence the information from a prototype test may be useful.

There were important reasons for this. In particular, several developments were plagued by the fact that their components did not work together initially, requiring expensive and unexpected fixes. But the trend toward viewing new products as a system seemed to lead to a tendency to want to optimize systems, and the process of optimizing tended to give insufficient attention to the uncertainties. The net result was that the interrelatedness of the subsystem seemed to increase substantially. The difficulties arising from this trend were compounded by another trend, the adopting of procedures designed to shorten develop- Conclusion 47 ment times.
