A network had been set up and it watched for a tidal wave. 5 quake struck Hilo the following day during the daylight hours. It was relatively small and did no damage. Residents in Hilo now waited for the second wave, created by the much larger quake. Traveling at almost 450 miles an hour it would take 15 hours to cross the ocean (6600 miles) and would arrive in Hawaii about midnight. Residents were told to evacuate, but similar warnings in 1952 and 1957 had proved to be false alarms; in each case the wave was small.

But it didn't come. He soon got a letter from Hiatt informing him that the University of Hawaii had decided they didn't want to rush into anything, and at this point they weren't going to sign an agreement. In a joint venture with the University of Arizona, he said, Hawaii was going to have to put up a lot of money and they wanted to be sure they were doing the right thing. Since Harvard was now also interested in the site they also had the option of signing a contract with them. When they later saw Harvard's proposal, however, they rejected it immediately.

To make things worse, Woollard sent a copy of the letter to Governor Burns. Kuiper was furious. He immediately went to NASA to find out who had been so outspoken. He talked to some of the senior officials, and they assured him that they had heard nothing about any prejudice against him, and were stiu extremely interested in proceeding with the Mauna Kea project. He was given no assurance, however, that the money would go to him. Kuiper wrote back to Woollard trying to placate Mm. He told Woollard he had talked to senior officials and everything was okay.
