36 McLindon played a key role in computerizing NSF during the Bloch years, shaping the EXPRES research, and ultimately taking the steps that launched FastLane. To agency insiders, she is known as “the mother of the son of Fast- Origins of E-Government 31 Lane” for her guiding support of EXPRES. In several ways her advocacy of EXPRES and FastLane was a natural follow-on to her earlier work at the Defense Advanced Research Projects Agency (DARPA). In 1973, after she completed an army-sponsored accelerated master’s degree at American University and then worked briefly as a systems analyst, DARPA director Stephen Lukasik hired her to be the agency’s MIS (management information systems) director.
Site visits were an additional evaluative mechanism that program officers sometimes used. All of these means for peer review depended on the research community’s willingness to invest substantial time in reviewing, as well as on the program officers’ knowledge and judgment in arranging a complex process.
